French grain exports to Tunisia exempted from reinsurance

The General Directorate of the Treasury, Bpifrance Assurance Export, Intercéréales, broker Diot Siaci Crédit, and private credit insurers gathered on February 25, at the International Agricultural Show Fair 2025, to finalize the implementation of an annual exemption, renewable by mutual agreement, to the public short-term reinsurance scheme Cap Francexport.

This exemption was officially announced by the French Minister Delegate for Foreign Trade, Laurent Saint-Martin, and the President of Intercéréales, Benoît Piètrement.

The result of fruitful public-private collaboration and co-construction, this exemption aims to facilitate the guarantee of French grain exports to the Republic of Tunisia and the Arab Republic of Egypt.

The reinsurance facility will cover French grain export operations up to €125 million for Egypt and €30 million for Tunisia.

The amounts are rolling, meaning they will allow for the coverage of as many operations as needed—once a payment is completed, the funds will immediately be available to reinsure a new operation. The per-operation cap for these two countries has been removed.

The exemption applies to public buyers, such as the Tunisian Grain Office or other sovereign entities responsible for grain imports.

The Cap Francexport scheme has proven its effectiveness during the COVID crisis and continues to support international operations daily.

Since 2020, the French government has reinsured over €226 million in agricultural exports, including €36 million in 2024.
