A panel discussion was held by the Tunisian Institute of Competitiveness and Quantitative Studies (ITCEQ) was held on February 17, 2026 under the theme “Business climate in Tunisia: new analytical tools and priority action levers.”
The event was devoted to presenting new instruments developed by the Institute to assess the business climate, notably an integrative model based on enterprise survey data and a Composite Business Climate Index, which makes it possible to assess Tunisia’s positioning at the international level.
The expansion of ITCEQ’s analytical toolbox was made possible through a technical assistance project supported by the Savoirs Éco programme, funded by the European Union and implemented by Expertise France.
The indicators developed show that the perception of the business climate is generally unfavorable among business leaders, with the exception of companies operating under the offshore regime. Executives’ main concerns focus on the complexity of tax and social security systems related to employment, labor market rigidity, the lack of available land infrastructure, as well as political and social instability.
Nevertheless, the tools developed helped identify key action levers, including strengthening institutional stability and governance, as well as modernizing the system of support for businesses.
