BUAT launches new MICARD electronic issuing platform 

The Bureau Unifié Automobile Tunisien (BUAT) has just launched the new electronic platform for issuing Motor International Card “MICARD,” allowing Tunisian vehicles to drive in all European countries.

BUAT Director General Ahmed Hadrouk told TAP that this electronic platform will allow Tunisian insurance companies to issue the cards to their customers through this system, with the possibility of checking the validity of the data on the cards by the border control units, by accessing the Bureau’s database via a QR code.

The electronic green cards were effectively launched in May 2024 by five Tunisian insurance companies for an initial trial period, said Hadrouk, indicating that from June 2024, the electronic issuing process will be extended to all 15 motor insurance companies.

He explained that the main aim of launching this platform is to reduce fraud involving international insurance cards and to facilitate the subscription process, thereby allowing exporting companies and citizens to travel with their vehicles outside Tunisia under the quickest and most appropriate conditions.

To this end, BUAT organised training workshops on the new system for insurance companies and distribution networks.

The official inauguration of this new system is scheduled for June 3, 2024 in Tunis, in the presence of the companies, BUAT and the company tasked with developing the project, to authorise member companies to use it, Hadrouk announced.

He pointed out that a transitional phase will run from June to September 2024, during which the stock of paper green cards held by companies can be used in parallel with the launch of the new system, specifying that from the beginning of October 2024, all paper issues will be prohibited, and only electronic cards in their new form will be used.
