Tunisia ranks 85th in Rule of Law Index 2025Tunisia ranks 85th in Rule of Law Index 2025

Tunisia has moved down eight spots in the Rule of Law Index for 2025, ranking 85th worldwide, while maintaining its 9th place position in Africa.

Out of a total of 143 countries evaluated by the World Justice Project, Tunisia ranks as the 85th Rule of Law state in the world in 2025, with an overall score of 0.49. For clarity, the scores of the studied countries range from 0 to 1, where 1 corresponds to the strongest adherence to the Rule of Law and 0 to the weakest.

When analyzing the different pillars of the Rule of Law, the country obtains varying results.

It stands out with a high level in Order and Security, with a score of 0.72, while Regulatory Enforcement is rated at 0.48. Fundamental Rights and Open Government score 0.46 and 0.44, respectively.

The judicial system appears more fragile: Criminal Justice receives a score of 0.40 and Civil Justice a score of 0.47.

Being a “Rule of Law” state means that all actions, public or private, are governed by clear, transparent, and fair laws, applied impartially.

Within this framework, the economy benefits from a predictable and secure environment: property rights are protected, contracts are respected, and competition is regulated, which promotes investment and sustainable growth.

To assess the quality of the Rule of Law worldwide, the World Justice Project (WJP) annually publishes its Rule of Law Index. In its 2025 edition, it analyzes the adherence to these principles in 143 countries.

The index is based on forty-four indicators grouped into eight main categories, ranging from constraints on government powers and the absence of corruption, to open government, respect for fundamental rights, order and security, regulatory enforcement, and civil and criminal justice.

On the continental level, Rwanda maintains its leadership since the 2021 edition of the Rule of Law Index, with an overall score of 0.63, placing the country of a Thousand Hills at 39th place worldwide.

Namibia follows in second position in Africa with a score of 0.61 points and 45th place globally, ahead of Mauritius (47th), Botswana (50th), Senegal (58th), South Africa (60th), Ghana (63rd), Malawi (71st), and Tunisia (85th). Algeria, with the 88th global rank, closes the African Top 10.

Morocco is situated a bit further, at 91st globally, while Egypt ranks 135th out of the 143 countries evaluated.

It is noteworthy that, globally, the top Rule of Law state is Denmark, followed by Norway, Finland, Sweden, and New Zealand.
