Tunisia: 6th most attractive country for talent in Africa

Tunisia ranked 88th out of 135 countries, with a score of 38.54 in the 2025 edition of the Global Talent Competitiveness Index, placing it in the “lower middle” category, meaning in the lower-middle tier in terms of talent competitiveness.

Concretely, this means that the country still faces difficulties in attracting qualified profiles, developing local skills, and retaining talent in the face of international competition.

On the African continent, however, Tunisia ranks 6th, behind countries like South Africa and Mauritius. According to the GTCI authors, Tunisia must strengthen its governance policies, stimulate research and development, and improve working conditions and employee well-being to advance in the global ranking.

The Global Talent Competitiveness Index (GTCI) is published by the European Institute of Business Administration (INSEAD), in partnership with the Portulans Institute.

This index, which has become a global benchmark, measures the ability of 135 countries, representing 93% of the world’s population and 97% of global GDP, to attract, develop, and retain talent.

The GTCI is based on 77 quantitative and qualitative indicators, covering a wide range of economic, social, and technological factors. Among them are: government efficiency, the quality of the regulatory environment, internet access in educational institutions, research and development investments, the proportion of foreign students in the education system, tolerance towards immigrants, as well as social protection.

The index also considers 21st-century skills, such as proficiency with digital tools, interpersonal skills, the adoption of artificial intelligence, and employee well-being.

In Africa, Mauritius stands out as the leader in talent attractiveness, ranking 49th globally with a score of 49.70, thanks to a stable economic environment, investment-friendly policies, and a skilled workforce.

The Seychelles follows closely, in 50th place globally, ranking second in Africa. They are followed by South Africa (79th), Cape Verde (83rd), and Botswana (85th).

After Tunisia (88th), we find Namibia (90th), Egypt (94th), and Algeria (96th). Morocco, in 98th place globally, closes the African Top 10.

Globally, Singapore remains the most attractive country for talent in 2025, followed by Switzerland, Denmark, Finland, and Sweden.

These countries owe their performance to a combination of factors: effective governance, modern infrastructure, excellent educational institutions, strong social protection, high technological innovation, and international openness.

Their talent-friendly environment combines economic attractiveness and quality of life, which attracts the best profiles from around the world.

In the Arab world, it is Qatar that stands out, ranking 35th globally and featuring in the “high” category. This positioning is explained by massive investments in education and vocational training, a clear strategy for economic diversification, and attractive working conditions for expatriates, particularly in the technology and energy sectors.
