Statement by Ambassador Samantha Power, U.S. Permanent Representative to the United Nations, on Violence in the Central African Republic, September 30, 2015

Reports of escalating violence in the Central African Republic are deeply concerning. Under the leadership of President Catherine Samba-Panza, and with support from the international community, the transitional government has made significant strides toward a constitutional referendum, elections, and the end to the ongoing transition process. The current violence and tense security situation threaten to undermine this transition. The United States fully supports President Samba-Panza and her efforts to resolve this violence and continue the advance toward stability, reconciliation and accountability in the Central African Republic. The United States also fully supports the efforts of the UN Mission in the Central African Republic (MINUSCA) and French forces under Operation Sangaris to work with the Central African Republic authorities to reestablish law and order. It is critical that the international community maintains a robust security presence in the Central African Republic to deal with violence and unrest that could threaten the transition. Spoilers who stoke violence in the Central African Republic–including former regime officials living outside the country–must not be allowed to manipulate the situation for their own political gain, put thousands of lives in danger, and risk derailing the transition process that will allow Central Africans to democratically elect leaders of their choice. These spoilers have no role in the future of the Central African Republic. Those responsible for atrocities, attacks on humanitarian actors, and any actions that undermine a peaceful political transition must be held accountable, and we remind all parties of the International Criminal Court’s ongoing investigation, as well as the recent promulgation of the law on the Special Criminal Court. In this tense period, the United States stands with the people of the Central African Republic and all actors striving for peace and long-term stability.
