Tunisia: Free trade zones to integrate informal operators

Mohamed Salah Ayari, a member of the National Fiscal Council (Conseil national de la fiscalité) argued on MosaiqueFM Radio Wednesday for using the free zone mechanism to ensure the integration of operators in the informal sector into the formal system.

While acknowledging that this formalization is an arduous task, Ayari proposed the creation of similar zones, particularly on the Tunisian-Algerian border.

He recalled that measures had been taken to facilitate the integration of the informal sector, such as restricting cash payments, but that these had been hesitant and that it was necessary to move up a gear and ensure that the provisions adopted were put into practice.

As a final measure, he suggested a change of currency, which would force informal operators to regularize their situation in one way or another, citing the examples of India and South Africa in this area.
