According to the corrected version of the Finance Bill 2025 in Article 11, the Tunisian government intends to borrow or use Islamic ‘Sukuks’ (an Islamic bond product that is to Islamic finance what Asset Backed Securities (ABS) are to conventional finance) for the sum of TND 8 billion.
The same article that authorizes the state guarantee for the Tunisian Ministry of Finance states that this amount, in loans and sukuks, will be needed for the 2025 budget.
