Better management of resources transforming Uganda – Museveni

Uganda’s President Yoweri Museveni says Uganda is now able to transform itself into a modern and sustainable economy through better management of its income from the exploitation of oil and gas resources.

Addressed the ongoing high-level debate of the UN General Assembly in New York Tuesday, President Museveni said with the resources from oil and gas, ”we shall be able to fund all our infrastructure needs, as well as improve on the standard of living of our people.”

“The future is bright and our forward movement is irreversible,” he said.

Outlining Uganda’s struggle for socio-economic transformation, he said the country’s  
biggest problem was funding, noting that the small colonial modern economy was destroyed by the late dictator Idi Amin.

“Before the large-scale exploitation of miners, the country had to depend on international funding for development. Although useful, this external funding was limited, slow in coming, not always focused and erratic,” the Ugandan leader said.

Museveni, however, said “global partnership is still critical for Uganda’s development, and assistance could still prove useful”.

“First and foremost, partnerships should begin by working for economic and political integration of Africa and for market access to the rest of the world,” he said.

But he expressed sadness over the action of some international actors, whom he said were making it a habit to ignore African Union positions on African matters.

A case in point, the President said, was the action of The Hague-based International Criminal Court (ICC) in relation to the elected leaders of Kenya.

“The ICC, in a shallow, biased way, has continued to mishandle complex African issues,” Museveni noted, saying “the ICC should stop disturbing Kenyan leadership and Kenya is recovering from its past crisis. Let her recover.”

On his country’s progress in achieving the Millennium Development Goals (MDGs), he said in spite of some mistakes by some actors, the country had been able to achieve many of the MDGs.

“Without any doubt, Uganda and much of Africa are moving forward robustly in meeting the MDGs targets,” he added.
