Tunisia: Electronic invoicing, a major obstacle for small and micro-enterprises!

The 2026–2030 Development Plan could transform the economic and social landscape for SMEs, according to Abderrazak Houas, president of the Tunisian Association of Small and Medium Enterprises (SMEs).

In a statement to Mosaïque FM, he said the plan has the potential to boost investment in this sector, provided its legal framework is reformed to remove obstacles and facilitate market access.

He added that the number of SMEs could increase by 12% by the end of 2026, the first year of the plan’s implementation.

However, he stressed that electronic invoicing is a major barrier for micro and small enterprises due to its high cost, which prevents them from joining the system without proper infrastructure, including dedicated IT systems.

For medium-sized enterprises, he noted that integration into the system is possible but recommended a gradual approach, using a schedule that categorizes companies by sector.

Houas also emphasized the importance of providing electronic invoicing systems for free at launch, taking into account the specific needs of SMEs.

Finally, he reiterated his call for Tunisia to join the Personal Data Protection System, which would fully safeguard SMEs in the context of electronic invoicing.
