Tunisia – Finance Bill 2026: MP opposes wealth tax!

Several MPs are considering proposing amendments to the draft 2026 Finance Law, said MP Tarek Mahdi, a member of the Strategic Planning Committee in the Assembly of People’s Representatives.

Speaking on Express FM, he specifically mentioned the article relating to the wealth tax, estimating that this measure has sparked a broad debate in economic and political circles.

He stressed that the number of Tunisians holding large fortunes is very limited, arguing that priority should instead be given to wealth creation and reviving investment.

This, he suggested, could be achieved by revising the Foreign Exchange Code and the investment law to make the climate more attractive for capital.

“People who have managed to create wealth should not be penalized by a new tax,” he said, warning that this tax could encourage tax evasion and incentivize capital holders to conceal their assets rather than declare them.

Mahdi concluded by affirming his rejection of this measure, “both in principle and in the way it was presented.” He considers the wealth tax to be a tax on success and believes it contains no incentive for investment or value creation in Tunisia.

The draft finance law for 2026, in its section dedicated to tax reform and the digitization of services, introduces several measures aimed at strengthening tax equity and modernizing tax collection.

Article 50 of the draft repeals Article 23 of Decree-Law No. 79 of 2022, replacing it with new provisions that establish a clear legal framework for the wealth tax.

This tax will be applied, starting from January 1 of each year, to assets belonging to individuals, including those held by their minor children under guardianship, covering both real estate and movable property.
