Tunisia: Social security systems urgently need reform

Social security expert Hédi Dahman stated that social security systems urgently require fundamental and structural reforms, noting that their benefits no longer meet the expectations of insured individuals, compounded by worsening financial problems and deficits that can no longer be ignored.

Speaking on Wednesday, December 31, 2025, on Express FM, he explained that the three social security funds face a precarious financial situation that requires urgent intervention and strategic structural reform to ensure their sustainability.

He noted that the crisis affecting the National Health Insurance Fund (CNAM), established in 2004, is part of these broader issues affecting the entire social security system.

He added that the crisis affecting the various branches of social security is a structural crisis with financial and demographic dimensions, resulting from both objective and subjective causes.

He emphasized that CNAM’s deficit is mainly linked to social contribution rates and the mechanisms for their collection, as it lacks effective means to recover its contributions.
