Startups: Tunisia among world’s Top 20 startup ecosystems

Tunisia is ranked among the world’s top 20 startup ecosystems. Moreover, Tunisia’s startup ecosystem ranks third in the MENA region for “affordable talent,” according to the 13th edition of the Global Startup Ecosystem Report (GSER), recently published by Startup Genome, as announced by the **Caisse des Dépôts et Consignations (CDC).

Launched by Startup Genome in partnership with the Global Entrepreneurship Network at Europe’s largest startup event, “Viva Technology”, held in Paris from June 11 to 14, 2025, the report is considered the world’s most comprehensive research on startup ecosystems.

It draws on the largest controlled dataset in the sector, analyzing data from over **5 million companies across more than 350 innovation ecosystems worldwide.

Tunisia’s startup ecosystem generated $113 million

According to the report, Tunisia’s startup ecosystem generated $113 million in value between July 1, 2022, and December 31, 2024. The Ecosystem Value measures economic impact based on startup exits and valuations.

Tunisia thus ranks in the global top 20 and places third in the MENA region for the “Affordable Talent” index, which reflects the ability to hire quality tech talent at competitive costs.

It also holds the 2nd position in MENA for “Value for Money”, measuring the average runway a tech startup can achieve from a venture capital funding round.

Furthermore, the Tunisian ecosystem ranks in the Top 10 in MENA for the “Funding” index, which reflects the vibrancy of early-stage financing and investor activity, and in the Top 15 in MENA for the “Talent & Experience” index, which measures the ability to attract, train, and retain talent over time.

It is also in the Top 15 MENA for the *“Knowledge”* index, which gauges innovation through research and patent activity.

Key strength sectors: Green economy, healthtech and AI

The main strengths of Tunisia’s startup ecosystem lie in the Green Economy, healthtech**, and Artificial Intelligence (AI) sectors.

These are supported by large-scale clean energy projects, targeted funding programs for startups, and the development of deeptech infrastructure.

In 2024–2025, Tunisia made progress on green hydrogen projects, launched the AI Innovation Hub and expanded health entrepreneurship through initiatives such as Flywheel.

Tunisia’s unique structural advantages

Tunisia offers unique structural advantages, including strategic access to international markets, strong government support through the Startup Act and highly skilled yet cost-effective talent.

In 2024–2025, several initiatives reinforced this position, including the ANAVA Fund of Funds ($113.6 million), the upcoming Digital Nomad Visa, and coverage of CNSS (social security) contributions for startup founders.

The 2025 report provides a unique perspective on innovation ecosystems worldwide, highlighting key trends, investment flows, and policies that support entrepreneurial success.

It features rankings of the top 40 global ecosystems, 100 emerging ecosystems and regional rankings.
