Abu Dhabi has announced the launch of new electronic tendering system and electronic registration of suppliers and contractors to help them electronically record and submit bids for tenders issued by the Department of Finance (DoF).
The move comes as part of Abu Dhabi’s efforts to implement the best global practices in the provision of financial governmental services, and in line with its plan to strengthen direct communication with its customers.
The DoF said it will immediately start publishing all tenders electronically through its newly-developed portal applying ‘Oracle R12’ systems, which would enable it to conduct all phases of procurement cycle electronically starting with initiating a materials order and ending with settling its amount, through inviting offers, receiving bids, buds evaluation, and contract finalizing formalities procedures.
Commenting on the launch, DoF chairman Hamad Al Hurr Al Suwaidi said both the e-tenders and the e-registration systems exempt suppliers and contractors from paying participation fees of conventional traditional tenders.
‘These two systems are considered a major turning point for the department’s business practice. Their implementation fulfills DoF’s goal of reaching objectives,’ he remarked.
‘The most important of these goals is the e-transformation and applying e-government systems, as well as supporting sustainable development in Abu Dhabi government procurement activities and environment through applying paperless systems,’ Al Suwaidi stated.
Dr Hazem Turki Al-Khatib, the director of the Information Technology division, said the e-registration system of suppliers and contractors and the electronic tenders system were developed adopting the highest technical standards.
‘The co-operation between DoF and Oracle resulted in producing an integrated system, which is superior to other similar systems as regards to registering suppliers and contractors on the website, informing them of tenders by the department according to their business line and type of service provided, and up to DoF receiving their quotations and remarks through the system,’ he added.
