Tunisia: CNSS and CNRPS debt to CNAM approaches 9 billion dinars

The Caisse Nationale de Retraite et de Prévoyance Sociale (CNRPS) recorded a net loss of TND 578.7 million by the end of 2022, compared with a net deficit of TND 158 million in 2021.

According to the Ministry of Finance’s report on state-owned enterprises, the main reason for this worsening of the fund’s losses is the drop in the sums transferred from the State to the CNRPS in respect of the solidarity and social contribution (CSS).

At the end of 2022, the Caisse Nationale de Sécurité Sociale (CNSS) recorded a net loss of TND 961.5 million, compared with a net loss of around TND 1,274 million in 2021.

This reduction in losses is mainly due to the increase in “Other operating income”, mainly from social security contributions of TND 247.7 million, and to the 11.2% growth in technical income compared with 2021.

As a result, the structural deficit of the Caisse Nationale de Sécurité Sociale (CNSS) and the Caisse Nationale des Retraites et de la Sécurité Sociale (CNRPS) has led to an increase in their debts to the Caisse Nationale d’Assurance Maladie (CNAM), reaching TND 8,787 million at the end of 2022.

Unlike the CNSS and CNRPS, the CNAM recorded a net profit of TND 1,030 million in 2022, unchanged from 2021;

Nevertheless, the Fund’s debts to its suppliers continued to grow in 2022, rising by 13.8% to TND 2,336 million, due to the fall in transfers from the two social security funds in respect of contributions.
