Tunisia: Govt allocates TND 100M to reform of state-owned enterprises in 2026

The Tunisian government has allocated an envelope of 100 million dinars to fund a state-owned enterprise reform program, in its draft finance law for the 2026 fiscal year

This initiative is part of a broader strategy to turn around struggling public enterprises and strengthen their contribution to economic growth.

According to the budget document, a copy of which was obtained by Ilboursa, this envelope will be used to finance three major components.

The first concerns conducting comprehensive audits of public enterprises, including in-depth diagnostics and proposals for restructuring programs tailored to each entity.

The second component will focus on developing restructuring plans, which will then be submitted to the competent authorities for validation.

These programs are expected to define the strategic, organizational, and financial directions necessary for the modernization of the concerned companies.

Finally, part of the funding will be dedicated to the partial implementation of restructuring measures for enterprises deemed priority in 2026.

These actions will include, notably, financial restructuring, human resources reorganization, and improving governance mechanisms.

This funding thus marks an important step in reviving the public sector reform effort, which is often criticized for its burden on the budget and its limited performance.

The government appears to want to signal a new dynamic of rationalization and efficiency in the management of public enterprises, in a context where the sustainability of public finances remains a central challenge.
