Tunisia: State tax revenues up 14% to 9.7 billion dinars in the first quarter

According to the preliminary results of the execution of the State Budget at the end of March 2023, the budgetary resources amounted to 10,713 million dinars, compared to 9,337 million dinars at the same date last year, posting a growth of 14.7%.

State revenues consist of 9,756 million dinars of tax revenues (+13.8%), representing 91% of budgetary resources, and 957 million dinars of non-tax revenues (49%).

Tax revenues consist of direct and indirect taxes. As for the direct taxes, they come from the taxes on income for 2,810 million dinars (+10.5%), on wages for 2,058 million dinars (+14.1%) and on companies for 1,079 million dinars (+17.2%).

As for indirect taxes, they came from VAT at 2.540 million dinars (+8%), excise duties at 953 million dinars (+14.6%) and customs duties at 438 million dinars (+1.7%).

Non-tax revenues came mainly from fees on the Algerian gas pipeline (413 million dinars), participation revenues (318 million dinars) and other non-tariff revenues (225 million dinars).

The burden on the State budget increased by 3.1% in the first quarter of the year to 9,217 million dinars, including 5,214 million dinars for the civil service wage bill (+2.7%), 1,707 million dinars for intervention expenditure and 1,352 million dinars for debt servicing.

Consequently, at the end of March 2023, the State budget shows a surplus of 1,495 million dinars, compared to 276.4 million in the first quarter of last year.

It is recalled that for the whole of the current year, the State forecasts a budget deficit of 8,507 million dinars, representing 5.2% of Tunisia’s GDP, against 10,978 million dinars and 7.6% of GDP in 2022.
